"There have been reports of intruders accessing the gardens to the rear of these bungalows. The provision of gates, which are not locking, will provide a visual deterrent to anyone thinking of accessing the rear of the properties on both sides of the street as well as the gunnel between numbers 19 and 21.
As the gates are not going to have locks it will not prevent the refuse collectors from being able to collect rubbish bins located at the rear of the bungalows"
