Terms and conditions for Household Waste Recycling Centres

Please read the following terms and conditions before visiting our household waste recycling centres.

The aim of this guidance is to reduce congestion and make sure our sites are safe for all users.

To prevent trade waste being illegally deposited at our household waste recycling centres, we ask that all waste is delivered by the owner of the waste themselves and is a result of their own work.

Trade waste includes waste from traders, landlords or property developers. Depositing trade waste at a household waste recycling centre is a criminal offence under Section 34 of the Environmental Protection Act 1990.

SITE TERMS AND CONDITIONS

  1. Household Waste Recycling Centres (HWRCs) are for the use of Rotherham residents only.
  2. Waste may be checked upon arrival and the site attendants have the right to refuse anyone suspected of bringing commercial, industrial or building waste on to the site.
  3. Depending on the frequency of visits and/or the nature of the waste you are bringing on to site, you may be asked to complete a trade waste disclaimer to confirm that the waste is your own household waste and is not being disposed of for profit. You may also be asked for proof of identification, including your home address.
  4. The Council reserves the right to investigate any suspected breach of these terms and conditions. Details may be passed on to the relevant enforcement offices and/or third parties in accordance with Data Protection Act.
  5. No items or materials can be removed from site. Removing any item from site will be treated as theft and may lead to prosecution.
  6. Once you have disposed of your waste you are expected to leave the site to allow other users to deposit their waste and prevent health and safety issues.
  7. Asking other customers for items they have brought to site to dispose of is not permitted. If you are seen doing this you will be asked to leave site and your vehicle details will also be recorded.
  8. Leaving waste outside the gate of any HWRC is considered fly tipping. The Council reserves the right to investigate and initiate legal proceedings on any fly tipped waste.
  9. Anyone depositing commercial or trade waste may be prosecuted under the provision of the Environmental Protection Act 1990 Section 34. The maximum penalty is a fine of £50,000

The Council reserves the right to amend the opening and closing times of HWRCs.

HEALTH AND SAFETY

  1. Rotherham Council and HW Martins have a zero tolerance policy to violence, aggression, threatening behaviour or harassment towards staff, contractors or other site users. Any incident will be recorded and investigated.
  2. CCTV and body cameras will be used to record anyone being verbally or physically aggressive towards site staff, contractors or other site users.
  3. For health and safety reasons, there is no pedestrian access at any of our recycling centres due to vehicle and plant movements around the site. Vehicles should only be unloaded in the designated unloading areas.
  4. Please make sure you wear appropriate footwear when visiting the sites. (No flip flops, slippers or bare feet).
  5. Children and pets must remain in vehicles at all times. Attendants are instructed to inform parents/carers of this rule if children or pets leave a vehicle.
  6. Smoking (including e-cigarettes) is not permitted on site.
  7. Mobile phones are not to be used whilst depositing waste at household waste recycling centres (HWRCs).
  8. We reserve the right to close the site at any time necessary for the exchanging of skips, or other health and safety issues on site.
  9. Residents are required to drive carefully and not to exceed speeds of 5mph whilst at the HWRCs.
  10. If a vehicle arrives that requires a permit book to gain access but does not have one, the site attendants will refuse entry to the HWRC.
