Housing management structure

Rotherham Council is responsible for complying with the Regulator of Social Housing's consumer standards. Compliance with the standards is the responsibility of the whole council, but for each standard, the council has assigned a lead Head of Service to take overall responsibility.

Responsibilities

Assistant Director of Housing

  • Responsible for the overall performance of Rotherham Council’s housing service and for ensuring compliance with the Regulator of Social Housing’s Consumer Standards

Head of Housing and Property Services

  • Lead Head of Service for compliance with the Safety and Quality Standard.
  • Oversees the repairs service for council housing, ensuring high-quality, customer-focused, and effective services.
  • Manages housing property compliance and ensures adherence to statutory and regulatory health and safety regulations.
  • Oversees routine maintenance of housing stock in accordance with the repairs and maintenance policy.
  • Stock investment, surveys, planning, and delivery for council housing, including large scale project delivery and energy efficiency programmes to ensure our properties meet the Decent Homes Standard. 

Head of Housing Income and Support Services

  • Lead Head of Service for compliance with the Rent Standard
  • Oversees rent collection, account management, arrears recovery, as well as tenancy sustainment and financial inclusion services.
  • Manages rights and benefits appeals, employment support and training programs, and the long-term Housing Revenue Account (HRA) business plan.

Head of Housing Improvement and Governance

  • Responsible for compliance with the Transparency, Accountability, and Influence Standard.
  • Oversees continuous service improvement and ensures regulatory compliance with the Consumer Standards, ensuring the council is ready for routine inspection.
  • Manages the high-quality tenant engagement service, ensuring tenants’ involvement with improvement and development services.

Head of Housing and Estates Services

  • Lead Head of Service for compliance with the Neighbourhood and Community Standard.
  • Oversees the management of Council tenancies and housing estates, to ensure regulatory standards are met.
  • Ensures housing estates, garage sites and shared spaces are safe and well maintained.
  • Works in cooperation with the Police and partner agencies to enforce breaches of tenancy agreements, including responding to anti-social behaviour, hate incidents and domestic abuse.
  • The provision of advice and assistance to tenants wishing to carry out a home exchange (mutual exchange).

Head of Housing Options

  • Lead Head of Service responsible for compliance with the Tenancy Standard.
  • Oversees housing advice and assessments for new tenants and the implementation of the Allocation Policy.
  • Manages homelessness support, investigating and relieving homelessness threats, including temporary accommodation under our legal obligations.
  • Manages furnished packages for tenants and our aids and adaptations service.

Head of Strategic Housing and Development

  • Responsible for the Council’s Housing Delivery Programme.
  • Oversees the development and implementation of housing strategies and policies, including market analysis and research functions.
  • Management of services to leaseholders, shared owners, and Right to Buy applicants.
  • Co-ordinates private sector housing policy and oversees the development and implementation of plans to reduce empty homes.
  • Manages relationships with key external partners and funders, including Registered Providers of Social Housing, Homes England, and the South Yorkshire Mayoral Combined Authority.
